At Cross Accounting Solutions, we coordinate and enforce compliance requirements across the entire project. Our comprehensive compliance package aligns all the programs incorporated into the construction contract. We ensure all subcontractors are fully aware of the project’s requirements, identify any missing classifications and rates, and guarantee the project meets Federal Standards.
We also ensure employee rights and Section 3 banners are prominently displayed. To fulfill good faith effort compliance, we hold regular meetings to ensure that subcontractors and lower-tier subcontractors understand the project’s compliance expectations. We collect all compliance documents on a weekly and monthly basis as required by the contracting agencies.
Our services include on-site job interviews and promoting Section 3 and MWSBE participation through certification workshops, job fairs, and other events. We provide weekly compliance status reports and offer compliance correction assistance and guidance to all subcontractors and lower-tier subcontractors. We ensure that supporting documents are enforced to cover the liability of the prime contractor and protect the subcontractors, safeguarding them from a DOL audit.
We actively participate in draw meetings and work closely with the construction team, superintendents, and project managers to ensure thorough involvement in the process, ensuring nothing is overlooked.

Monitoring DBRA Compliance
We meticulously monitor the project to ensure all subcontractors are aware of the federally funded nature of the project and comply with DBRA requirements. -
Prevailing Wage Verification
We verify that all workers receive prevailing wages as mandated by the Department of Labor, protecting against underpayment issues and ensuring fair compensation. -
Documentation Oversight
We assist subcontractors in collecting and maintaining supporting documentation, including certified payroll records, proof of payment, timesheets and any other document that will serve as support of accuracy to demonstrate compliance with DBRA regulations. -
We ensure that workers on-site are properly classified according to the tasks they perform, to avoid underpayment issues
Additionally, we verify that the work classification matches the wage determination. If there are discrepancies or absences in classification or rates, we assist in submitting a conformance to the Department of Labor."

Ensuring compliance with and
obtaining certification for MWSBE
CAS helps Prime Contractors, Subcontractors and Lower Tier Subcontractors to meet the percentage of participation required by the MWSBE Program. In addition, we help Subcontractors obtain the MWSBE certification, take advantage and guarantee they can benefit from contracting opportunities. CAS currently has the MWSBE Certification in Texas, Tennessee, and Kentucky.
